Then nothing moves. Because diagnosis is not the problem. Acting on it is.
The head of digital reports to CMO. CMO cannot override sales director on compensation. Cannot override CTO on platform decisions. Cannot override ops on checkout changes. Your head of digital has accountability for outcomes they cannot produce because they lack authority over factors that determine success.
If you are about to post another head of digital role, the question is not who to hire. It is whether anyone can succeed in an organisation structurally designed to prevent what you need them to deliver.
